 4) THERE IS BRAINSTORMING LOOKING AT CRITERIA & ALTERNATIVES:
    ~ Proposal (What could it look like?) to Regional Director

 5) VISION & PRACTICAL IS ASSESSED BY OPS COMMITTEE:
    ~ Worst Possible (Landmines)
    ~ Best Possible (Goldmines)
    ~ Most Likely (Gravel Pits)

 6) GIFTINGS & COMPENTENCY ARE REVIEWED:
    ~ Assess Results & Review

 7) OUR DESIRE IS FOR RELATIONISHIP, FELLOWSHIP,
    AGREEMENT & HARMONY with PARTNERSHIP & NETWORKING:
    ~ Meeting with Regional Director Presbyters and Area Pastors
    ~ Create report for District Executive

 8) A FINAL PRAYERFUL CHECK:
    ~ Distict Executive has discussion/feedback approve or not approve
    ~ Budgets set with advisement of Regional Coordinator
    ~ Timeline is established
    ~ Lauch

 9) NEW FELLOWSHIP IN PARTNERSHIP:
    ~ Regional Director/Presbyter to monitor health and progress
    ~ Communication with Mother Church on a regular basis
